HOURS: Fulltime, 40 hours per week, flexible (includes some evenings, weekends and holidays)
PAY RANGE: $15.00- $17.85 (annual 40hrs/week) Must live one-site. 3-bedroom unit w/washer/dryer at $50 per month.

The person holding this position lives onsite at a low income property located in Lake Stevens, South Snohomish County. The position includes a 3-bedroom apartment + all utilities at $50 per month. This is a 40 unit property.
As part of its mission, the Low Income Housing Institute owns and operates permanent and transitional housing for low income and/or homeless men, women and families throughout the Puget Sound region.
The On-site Manager lives onsite to provide emergency coverage regarding tenant issues as needed and assists the Area Manager with ensuring compliance with funding sources and laws. Works to maintain a high occupancy rate; operate the property within budget; and fosters a positive community environment. This position works closely with the Area Manager and Maintenance staff.
ADMINISTRATIVE AND HOUSING MANAGEMENT:
- Maintain office and front desk duties which includes performing clerical/administrative office duties.
- Answer questions, phone inquiries and screen calls for staff as needed.
- Enter into rental agreements with residential tenants.
- Maintain residential files and determine eligibility.
- Respond to concerns raised by residents and monitor their rental agreement performance.
- Upon approval by Area Manager – initiate and follow through on legal proceedings when needed.
- Working with the Area Manager – ensure compliance with Tax Credit requirements, Landlord- Tenant Law, Fair Housing regulations and Section 8 Housing.
- Respond to emergencies on site regarding tenant issues.
- Actively market the units.
- Schedule routine maintenance and janitorial duties.
- Forward maintenance request forms to maintenance staff; track maintenance work and needs.
- Conduct follow-up inspections of maintenance work.
- Make recommendations for physical repairs, replacements, and/or improvements.
- Make recommendations for supplies, materials, and equipment.
- Arrange service from vendors and utility companies as needed.
- Other tasks as assigned in order to provide a clean, safe and stable living environment.
- Perform data entry of property management accounts receivable into Boston Post.
- Submit check requests for property management bills to Finance Department.
- Report potential expenditures beyond project budgets to the Area Manager.
- One year experience in residential property management, including familiarity with oversight of property maintenance, coordinating with vendors, monitoring rental agreements, and responding to tenant concerns.
- Experience in clerical/administrative work, social services. Demonstrated ability to provide high quality of staff support.
- Experience with personal computers, word processing and spreadsheet software programs.
- Demonstrated ability and willingness to learn and perform housing management and related accounting tasks.
- Excellent organizational skills and proven ability to work without direct supervision.
- Excellent written and oral communication skills.
- Demonstrated ability to work with people with sensitivity to cultural and class issues, and a demonstrated commitment to social justice and/or low income housing.
- Knowledge of Landlord – Tenant Law, Fair Housing Regulations, Tax Credit requirements and Section 8 Housing is preferred.
- Ability to communicate and work effectively with resident or other social service providers.
- Excellent problem solving and conflict resolution skills.
- Be able to lift 25 pounds
- Must pass criminal background check and drug screening test.
This is a non-exempt position. This is a unionized position, represented by Local 8 of the Office of Professional Employees International Union (OPEIU).
