HOURS:                  Full time, 40 hours per week, week days, evenings, and weekends

The Low Income Housing Institute (LIHI) develops and operates housing for people who are low-income and/or homeless, provides technical assistance to communities and other non-profits, and advocates for housing justice.


LIHI owns and operates apartment buildings for low-income families, couples and individuals. The Case Manager is responsible for providing case management to homeless families, couples, and individuals living in homeless encampments or tent cities. The position will develop individual plans to transition people out of homelessness and into stable housing; establish relationships with multiple community agencies for supportive services; assist people with employment, education access, income support, and public benefits; crises intervention; and provide resources and referrals as needed. This position will work in Ballard, Interbay, and the surrounding Seattle area.




Information and Referral/Case Management


  • Build effective relationships with encampment residents.
  • Have a case load of a 40-60 residents.
  • Have extensive knowledge of community information and referral resources for homeless people and provide outreach information to residents, including individual and group meetings, distribution of flyers, letters, brochures, and hand written materials.
  • Maintain updated information toolsfor resident use in accessing community resources, by keeping current information on hand and providing the latest resource on-site.
  • Formally and informally assess residents as to current level of functioning and social service needs.
  • Offer case management to encampment residents
  • Required to meet twice a month with the residents who enroll to participate with case management services.
  • Make referrals or initiate services to address mental health, substance abuse, and disability issues wherever possible.
  • Coordinate with local agencies to provide services that meet the needs of residents.
  • Work collaboratively with encampment management, Seattle Human Services Department, Seattle-King County Public Health and LIHI Supportive Services staff to increase stability, referrals and resources for obtaining shelter, transitional, and permanent housing.
  • Conduct intake for new encampment residents
  • Maintaining records of individuals served, services provided, outreach activities conducted, surveys completed and other reporting as assigned.


Community Building:

  • Coordinate with community organizations, public agencies, and volunteers to provide on- and off-site activities for residents.
  • Collaborate with the encampment management to initiate and encourage resident involvement in community-building activities, such as community meetings, meals, and support groups.
  • Produce needed written materials about current events that are held in the neighborhood.
  • Contribute to the development of a community that values cultural diversity.
  • Networking with outreach workers from other community organizations to develop and maintain effective working relationships.



  • Participate in staff meetings and planning sessions.
  • Report regularly to Supportive Services Supervisor on measurable outcomes and    programmatic issues.
  • Maintain records of activities and contacts with tenants/agencies and case management records.
  • Complete other records and reports appropriate to the position as directed.
  • Collect and input into the Homeless Management Information System (HMIS) data.
  • Assist staff with administrative and program work related to the operating of supportive housing and social service projects at LIHI.
  • Assist with writing and word-processing including preparation of forms, spreadsheets, grants, funding applications, correspondence and reports as relate to the housing programs
  • Meet regularly with encampment management.
  • Attend tent city community meetings.
  •      Engage in direct resident support as needed/requested, which may include some short term crisis intervention, case-management, info-referral, and/or back-up assistance with encampment management tasks.
  • Support tasks, to possibly include scheduling/calendaring, light event coordination, quarterly/annual internal auditing tasks, and general file clean-up and organization, possibly including electronic file storage.
  • Collaborate with diverse people – effectively listen, reflect, and mediate, problem-solve.
  • Assume responsibility for other duties as assigned.



  • Bachelor’s degree in Social Work or related field, from an accredited institution.
  • At least two years experience working with homeless or low-income populations, including persons with mental health disabilities and substance abuse problems:
  • Preferred experience with homeless outreach working with homeless individuals/families; proven ability to access the wide range of homeless services; familiarity with overcoming the barriers homeless people encounter.
  • Background in case management, resident advocacy, or related career is required. Background in “housing-specific” case-management highly desired.  Knowledge of local resources is important.
  • Ability to work well with community agencies and resources.
  • Commitment to social change through the empowerment of low-income people. Must support the concept of democratic decision-making and self management of Nickelsville and SHARE, who are the encampment sponsors.
  • Experience working with confidential information, files and electronic files along with maintaining complete confidentially is required.
  • Comfortable with fast-pace and fairly independent/autonomous working environment. Must be dedicated to the mission, able to produce outcomes, and interested in communicating results to varied audiences. Must be able to prioritize, multi-task, meet deadlines, follow-up when others forget, stay organized, and move families and individuals out of homelessness.
  • Strong sense of ethics, professional boundaries, and an inviting demeanor. Respect for homeless people, diplomacy/tact, optimistic outlook and sense of humor are essential.  Patience, flexibility, and adaptability are also important. The person in this position must be able to tolerate differences of opinion and have appreciation for diversity.
  • Must possess good common sense and strong critical thinking skills – be able to trouble-shoot and problem solve using practical ideas and strengths-based solutions.
  • Excellent communication skills, both written and verbal.
  • Valid driver’s license, Insurance and a reliable vehicle.
  • Flexibility to work evenings or weekends as needed.
  • Strong computer skills.
  • Must pass criminal background checks and drug screening test.
