The Low Income Housing Institute (LIHI) develops and operates housing for people who are low-income and/or homeless, provides technical assistance to communities and other non-profits, and advocates for housing justice.


Fleetwood Apartments is an affordable housing project for formerly homeless adults with set asides for homeless veterans, located in downtown Olympia, WA. The Case Manager is responsible for services supporting homeless Veterans and Non Veteran single adults in an intensive transitional and permanent supportive  housing for individuals designed as a recovery program; maintaining relationships with local and regional agencies serving Veterans and homeless individuals; working with tenants and staff at Fleetwood Apartments to provide information and referral assistance and coordinate community-building activities; coordination of care with Veterans Affairs treatment providers and health care services including chemical dependency and mental health providers.




Information and Referral/Case Management

  • Provide intensive case management, service planning, and housing planning services for formerly homeless Veteran program participants referred by Veterans Affairs Health Care System and area homeless and Veteran service providers.
  • Develop thorough knowledge of community resources, including continuing education, job training, low income housing, and affordable health care information.
  • Provide information & referral, coordination of care, and crisis response services to Veteran clients as-needed.
  • Assess Veteran clients as to ongoing level of functioning and service needs, and make referrals or initiate services to address mental health, substance abuse, disability or language/cultural issues where necessary.
  • Collaborate with the Coordinated Entry organization, Sidewalk, to successfully receive referrals to fill the GPD units
  • Ensure veterans are cooperating with VA Grant and Per Diem Program and LIHI supportive housing rules & guidelines.
  • Ensure the GPD units are filled within the timeframe given in the GPD contract
  • Ensure formerly homeless Veterans successfully exit the program into affordable permanent housing.
  • Work collaboratively with building management and Supportive Services team to increase stability and retention of Veterans in LIHI housing.


Community Building

  • Ongoing Community outreach to area low income, homeless, and Veteran service providers
  • Attend community forums and local agency coordination meetings to publicize the supportive housing program, maintain local contacts, and foster interagency relationships
  • Initiate and encourage resident involvement in community-building activities, such as community meals, holiday celebrations and support groups.
  • Produce needed written materials, including community newsletters.
  • Contribute to the development of a community that values cultural diversity.



  • Community notification, screening, and application processes for program openings and Veteran applicants.
  • Participate in staff meetings and planning sessions.
  • Report regularly to Supportive Services Director on programmatic issues.
  • Keep daily records of activities and contacts with tenants/agencies and case management records.
  • Complete other records and reports appropriate to the position including fiscal processes and service data entry
  • Complete monthly billing for GPD units
  • Complete HMIS data for every resident



  • Participate in public policy advocacy efforts including recruiting residents to attend public meetings and testify at hearings.
  • Participate in fundraising for Supportive Services by providing information and feedback for grant applications; and helping establish community contacts.
  • Interact collaboratively with Veterans Affairs Liaison
  • Perform other related duties as required.



  • Bachelor’s degree in Social Work or related field, from an accredited institution.
  • At least two years experience working with homeless or low-income populations, including persons with mental health disabilities and substance abuse problems.
  • Knowledge of local resources for homeless and low-income people.
  • Ability to work well with community agencies and resources.
  • Commitment to social change through the empowerment of low-income people.
  • Excellent communication skills, both written and verbal.
  • Current Washington State driver’s license.
  • Experience with Chemical Dependency Treatment
  • Computer experience.
  • Must have a vehicle with a valid Driver’s License and Insurance.
  • Must pass drug screening test.
