REPORTS TO:            Special Projects Manager/Assistant Manager – Shelters and Encampments

HOURS:                 Fulltime – 40 hours a week, Tuesday – Saturday.  May include some evening and weekends.

PAY RANGE:           $16.91 to $19.56 per hour (30-40 hours week basis) non-exempt position.

BENEFITS:             Medical, dental, vision, vacation & sick leave.


This is a non-exempt position expected to last 10 -24 months, depending on funding.


The Low Income Housing Institute (LIHI) develops and manages housing for people who are low-income and/or homeless, provides technical assistance to communities and other non-profits, and advocates for housing for all.


LIHI provides over 1800 affordable housing units in the Puget Sound region. LIHI also provides services through our Resident Services program and by partnering with area human service provides to further meet the needs of our residents.





  1. Respond to residents’ and community concerns and questions regarding the site.
  2. Inspect the site’s interior and exterior regularly.
  3. Order supplies and arrange services from vendors as needed.
  4. Perform janitorial and grounds maintenance, garbage removal and litter patrol as needed
  5. Respond to emergencies and disputes on site, being on-call with pager.
  6. Other tasks as assigned.

Information and Referral/Case Management

  1. Build effective relationships with encampment residents
  2. Have extensive knowledge of community information and referral resources for homeless people and provide outreach information to residents, including individual and group meetings, distribution of flyers, letters, brochures, and hand written materials.
  3. Maintain updated information tools for resident use in accessing community resources, by keeping current information on hand and providing the latest resource on-site.
  4. Formally and informally assess residents as to current level of functioning and social service needs.
  5. Offer case management to encampments
  6. Make referrals or initiate services to address mental health, substance abuse, and disability issues wherever possible.
  7. Coordinate with local agencies to provide services that meet the needs of residents.
  8. Work collaboratively with encampment management, Seattle Human Services Department, Seattle-King County Public Health and LIHI Staff to increase stability, referrals and resources for obtaining shelter, transitional, and permanent housing.
  9. Conduct intake for new encampment residents
  10. Maintaining records of individuals served, service provided, outreach activities conducted, surveys completed and other reporting as assigned
  11. Meet regularly with encampment management
  12. Attend tent city community meetings
  13. Engage in direct resident support as needed/requested, which may include some short term crisis prevention, case-management, info-referral, and/or back-up assistance with encampment management tasks.
  14. Report regularly to Supportive Services Manager and Special Projects Manager on measurable outcomes and programmatic issues.



  1. At least two years experience with homeless or low-income populations, including persons with mental health disabilities and substance abuse problems.
  2. Preferred experience with homeless outreach working with homeless individuals/families; proven ability to access the wide range of homeless services; familiarity with overcoming the barriers homeless people encounter.
  3. Ability to work well with community agencies and resources.
  4. Commitment to social change through the empowerment of low0income people. Must support the concept of democratic decision-making and self-management of Nickelsville and SHARE who are the encampment sponsors.
  5. Experience working with confidential information files and electronic files along with maintaining complete confidentiality is required
  6. Comfortable with fast-pace and fairly independent/autonomous working environment. Must be dedicated to the mission, able to produce outcomes, and interested in communicating results to varied audiences, Must be able to prioritize, multi-task, meet deadlines, follow-up when others forget, stay organized, and move families and individuals our of homelessness.
  7. Strong sense of ethics, professional boundaries, and an inviting demeanor. Respect for homeless people, diplomacy/tact, optimistic and sense of humor are essential. Patience, flexibility, and adaptability are also important. The person in this position must be able to tolerate differences of opinion and have appreciation for diversity.
  8. Must possess good common sense and strong critical thinking skills – be able to troubleshoot and problem-solve using practical ideas and strengths-based solutions.
  9. Excellent communication skills, both written and verbal
  10. Valid Driver’s license, Insurance and a reliable vehicle.
  11. Flexibility to work evenings or weekends if needed.
  12. Strong Computer skills
  13. Must pass criminal background checks and pass drug screening test.
